Be sure to check the new Houses of Healing interiors as you do- its in the "After the Battle" version of Minas Tirith. There are really three instanced spaces. One of them is bugged- there being two doors into the Houses of Healing right next to each other; use the door to your left and avoid the door to your right. High Hall entrance is safe- as-is the door that is mislabeled "The Middle Stores"; all three entrances can be found on the 6th Level in bright and sunny Minas Tirith on Bullroarer.
